BDAP STAR Web Page Launched

The Bureau of Drug and Alcohol Programs (BDAP) has been working for a number of years to develop a new data system. The new system is called STAR, which stands for Strengthening Treatment And Recovery. The Bureau of Drug and Alcohol Programs has launched the new STAR web page.

The primary reason for STAR is to bring Pennsylvania into compliance with federal and state requirements. These include the Treatment Episode Data Set, the National Outcome Measures, the State Outcome Measures and Management System, and State Performance Measures. All these federal and state requirements secure the continued receipt of Substance Abuse Prevention and Treatment Block Grant funding. STAR replaces the outdated Client Information System.

Single County Authorities (SCAs) and their contracted providers need to use STAR by entering client admissions and discharges within three weeks of completing training. SCA reports will be made available to monitor this utilization and compliance. The entire state will be fully compliant by July 1.

The web page includes resources, FAQs, training information, etc. It should help to answer the many questions that have come up regarding BDAP’s plans for this new data system. Access STAR at http://www.health.state.pa.us/star.
